A two-storey, classical style building of late 1840s or 1850s date, built to house medical and educational facilities for Barnard Castle and district. A public hall was built to the rear in 1860. Now used for public and commercial purposes. In 2011 it was subject to a number of heritage assessments prior to a redevelopment scheme
The canteen and institute of the Witham Testimonial Buildings were in use during World War I (5).
