No.1 Phoenix Row has the scarring of former buildings on its south gable end and contains reused two-hole sleeper blocks within its fabric. Local knowledge suggests that one of these former buildings was the pay office or weigh house where waggons of coal were weighed, and tickets purchased to use the Incline. There are no buildings shown on the 1839 tithe plan however, but there must have been a facility for weighing and paying. This area is of considerable significance because this suggests that this was the hitch up point where waggons were transferred from horsepower to steam engine powered rope incline. (1)
